UPDATE 20 MARCH 2023

The bus gate on the northbound carriageway of Arundel Gate is now operational. The bus gate will limit vehicular traffic travelling northbound along Arundel Gate between the Novotel Hotel junction and Norfolk Street. The bus gate will only allow buses, coaches, registered hackney carriages and private hire taxis and cyclists to pass through. 

Installing a bus gate here will provide increased public transport priority to ease congestion and support faster journey times.

The bus gate has been implemented through an Experimental Traffic Regulation Order (ETRO). This is now live and a statutory consultation period has begun, you can now make formal comments on the scheme as part of the statutory consultation process. Enforcement cameras are located at the bus gate and unauthorised vehicles, such as private cars, will now be charged for going through the bus gate; registered keepers of unauthorised vehicles using the bus gate will be issued with a fixed penalty charge notice. Warning signs and direction signs for routes to avoid the bus gate have been installed to ensure people are aware of it and have the opportunity to avoid it. 

UPDATE 13 MARCH 2023

Due to the poor weather conditions last week Amey, the contractors installing the bus gate, have informed us that their work has been delayed slightly. It is now anticipated that the bus gate will be operational from 12:01am on Monday 20th March 2023. Please do continue to check this webpage for the latest updates.

UPDATE 3 MARCH 2023

You may have noticed Amey contractors on site installing the bus gate signs and lines, installing cameras and cabling, and reducing the current two lanes down to one lane. There may be some traffic management such as traffic signals on site in the interim period while this construction takes place, before the bus lane is fully operational. Some of the work will be taking place overnight to ensure that disruption is kept to a minimum.

UPDATE 23 FEBRUARY 2023

The Experimental Traffic Regulation Order (ETRO) for the Arundel Gate bus gate will go live on Monday 27 February. From this date, the pre-implementation consultation will close and the statutory consultation will open. Details of how to formally comment/object during the statutory consultation will be detailed here in due course. 

The installation of the measures for the bus gate are anticipated to start on or around Monday 27th February.

Thank you to everyone who has sent in comments and feedback on the Arundel Gate Bus Gate pre-implementation consultation so far.

If you have not already done so, please do share your feedback on the bus gate via the online feedback form. You have until the Monday 27 February 2023 to submit your views.

Once the bus gate has been installed, a further period of statutory consultation will follow – this will be part of the Experimental Traffic Regulation Order (ETRO) process. This period of consultation will last for 18 months. All feedback received throughout the pre-implementation consultation, as well as the statutory consultation process, will be considered before a decision is made on whether the bus gate will be retained. Introduction

From the 27th February 2023, Sheffield will launch its Clean Air Zone, covering Sheffield city centre, to reduce air pollution from vehicle traffic. High levels of air pollution have a damaging impact on people’s health, particularly the elderly, children and people with existing health conditions. The Clean Air Zone is part of a Clean Air Plan which is designed to bring air pollution within the maximum legally permitted level across Sheffield and Rotherham to improve health. 

Alongside the Clean Air Zone, other accompanying measures are also required to reduce air pollution. Arundel Gate has among the highest levels of air pollution of any location in the city. As a result, Sheffield City Council is to introduce a northbound-only bus gate on Arundel Gate to reduce the number of vehicles travelling along this stretch of road and in turn reduce the localised high levels of air pollution. 

The bus gate will be implemented through an Experimental Traffic Regulation Order (ETRO) running for up to 18 months, on or around the 27th February 2023, to coincide with the launch of the Clean Air Zone. All enforcement signage will be covered during construction and only uncovered once the bus gate is live and operational. Updates on the confirmed go-live date will be provided on this website. 

Ahead of the bus gate going live, Sheffield City Council is running a pre-scheme consultation allowing users of Arundel Gate to provide feedback that can be considered as the bus gate plans are finalised and implemented. This phase of consultation will go live on the 16th January 2023 and run until the bus gate is implemented via the ETRO.

A further period of statutory consultation will then follow alongside the ETRO period, which will run for up to 18 months. During this time, the public will be able to formally feed back on the operation of the bus gate. All feedback will then be considered before a decision is made on whether the bus gate is to be retained permanently.

What we’re proposing

The bus gate will operate in one direction only, restricting northbound traffic from travelling beyond the access point to the Novotel Hotel, heading towards Norfolk Street. This will prevent vehicles using Arundel Gate as a through-route between Furnival Square roundabout and Park Square roundabout. 

Vehicles will still be able to access the Q-Park car park on Charles Street and the Novotel Hotel, using the northbound carriageway, travelling from Furnival Square roundabout. 

There will be no bus gate heading southbound, in the opposite direction, with full access maintained for all vehicles travelling between Park Square roundabout and Furnival Square roundabout.

Vehicles will be able to travel the full length of the southbound carriageway, from Park Square roundabout, to access the NCP car park and Norfolk Street from Arundel Gate.  Vehicles will also still be able to exit Norfolk Street, which is after the bus gate, to travel northbound towards Park Square roundabout, as they currently do.   

Enforcement cameras will be located at the bus gate. Contravention of the bus gate by non-authorised vehicles will result in a fixed penalty notice being issued to the registered keeper of the contravening vehicle. Warning signs and direction signs for routes to avoid the bus gate will be installed to ensure people are aware of it and have the opportunity to avoid it. 

Turning will be allowed at the access to the Novotel Hotel to allow northbound vehicles that have missed the signs to turn back and avoid inadvertently travelling through the bus gate.

The Arundel Gate Bus Gate also forms part of proposals consulted on previously as part of the Connecting Sheffield – City Centre scheme to improve the look and feel of Arundel Gate by introducing new cycling and bus routes around the city centre, including along Arundel Gate, in addition to improved footpaths, a pocket park and green space. 

The bus gate is being introduced ahead of the wider Connecting Sheffield – City Centre proposals to contribute to the Clean Air Zone and the joint Sheffield/Rotherham Clean Air Plan to reduce harmful levels of air pollution.

The Connecting Sheffield – City Centre plans for Arundel Gate would see a new segregated cycleway created on the northbound side of the road to connect into new cycle routes around Castlegate to Darnall and West Bar/Kelham, along with new pathways and environmental improvements to make Arundel Gate much greener and more attractive. The bus gate would contribute by reducing through traffic heading northbound on Arundel Gate to create space, and a better environment, for cycling and walking.

What is an Experimental Traffic Regulation Order (ETRO)?

An ETRO is a legal tool that allows highways measures to be introduced for a period of time to monitor how they work, while also offering the public the opportunity to provide feedback as part of the monitoring. 

During the monitoring, changes may be considered to improve the effectiveness of the scheme.

Notice of the ETRO will be displayed on lamp posts in the area, and details of the Order will be available to view online.

To help us to monitor the success of this project we may need to occasionally survey traffic in the area using cameras mounted on lamp posts. We need to do this so that we can understand how traffic has been affected by the scheme. For example on certain roads we may wish to understand whether traffic has reduced or increased as a result of the scheme.
