City Centre Proposals

Update 01/08/2022:&nbsp;A new bus service connecting 12 stops in and around Sheffield City Centre has launched today, providing residents and visitors the opportunity to hop onto the bus from the train, tram or other bus services. Sheffield is known as &#39;The Outdoor City&#39; for its thriving green spaces and proximity to the world-renowned Peak District National Park. Connecting Sheffield will bring &#39;The Outdoor City into the City&#39;, adding new trees and planting to the street scene of the centre in the same way as has been implemented along West Bar and Castlegate, making key streets more attractive and creating new green public spaces.<img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/c_limit,w_1024/v1604415369/projects/connectingsheffield/d54bdb19-149a-4ef3-90f3-d896ae31f51d.jpg" class="fr-fic fr-dii" alt="building" data-uw-rm-ima="ai">Example of a Grey to Green scheme in CastlegateNew runs of planting, greenery and landscaping will be integrated with sustainable urban drainage systems to mitigate against flood risk along Pinstone Street, Furnival Gate, Arundel Gate, Leopold Street, Surrey Street and Rockingham Street, complementing similar improvements already implemented at Charles Street and Charter Square. The plans will also see a new pocket park created where the Furnival Gate roundabout currently sits.The focus on high-quality green spaces will create an improved environment for people to relax, enjoy themselves and spend time, whilst also making the City Centre more vibrant and attractive as a place to visit.<a data-uw-pdf-br="1" data-uw-pdf-doc="" href="https://s3-eu-west-2.amazonaws.com/commonplace-customer-assets/connectingsheffield/201117-TCF%20MAPS%20overview%20plan%20clean.pdf">Click here to view the overall plan to transform the City Centre streets and spaces.</a> New Cycling and Walking Infrastructure&nbsp;New cycle routes will be implemented across the City Centre, alongside the creation of a far better environment for walking. The measures will be integrated with the new green spaces to make it quick and easy to travel around and navigate across the City Centre.The below visualisation shows Arundel Gate where it meets Furnival Gate with increased bus priority alongside a new, improved green walking link and bi-directional cycle route. Further information on these new schemes will be brought forward in the coming weeks.These measures will be complemented by the proposed development of a major new cycle storage hub in the City Centre. A cycle storage hub already exists at Sheffield Station, and more hubs are likely to be developed in the future to meet increased demand.By providing high-quality, easily navigable cycle routes to communities living near to the City Centre and Lower Don Valley, we can reduce the number of journeys by car and improve air quality. Improved Public Transport InfrastructureSimplified bus routes across the City Centre will mean bus journeys become quicker and more reliable, helping to attract more people to use public transport.Vehicle access will be removed from Leopold Street (inbound towards the Town Hall) to create the new cycle lanes and walking routes, and Pinstone Street will be pedestrianised from Surrey Street to Cross Burgess Street. Access to the John Lewis car park will be maintained through one-way road access travelling up Pinstone Street from Charter Row via Moorhead. Instead of travelling down Leopold Street and Pinstone Street, buses will travel down an upgraded Rockingham Street bus corridor running along the section between West Street and Wellington Street.The current one way system on Rockingham Street will change. Between West Street and Division Street, the northbound movement will be accommodated in one lane rather than the existing two, as there will be an introduction of a southbound bus lane. The section between Division Street and Wellington Street (shown on the map below) will see new high quality bus stops, paving and greenery implemented as well as improved walking routes. Arundel Gate will remain a major bus corridor serving the city centre. To improve priority for buses, a bus gate will restrict traffic heading towards Castle Square from Furnival Gate. The bus gate will be located after the Novotel Hotel in order to maintain access to the Union Street area. There will be no restriction for traffic in the opposite direction.New bus stops will be introduced at the same place, on opposite sides of the road, for routes running in both directions. This will make bus routes easier to understand and follow.Once the plans have been finalised and work is ready to get underway, information will be shared in advance of any changes to help bus users understand if and how their usual routes will change. &nbsp; <a data-uw-rm-brl="false" href="https://public.govdelivery.com/accounts/UKSHEFFIELD/subscriber/new?topic_id=UKSHEFFIELD_884">Sign up here to receive travel related updates from Sheffield City Council.</a> Access to the City Centre for cars, vans and taxis&nbsp;The plans for the City Centre are focused on creating a better environment for walking and cycling and improving the public transport network. Although we want to encourage people to leave their car at home and use alternative transport methods where possible, we know this is not always viable.While through traffic will be restricted in some locations, access will be maintained to key car parks. Access will be retained for deliveries for both businesses and residents. Where areas are pedestrianised, this access is likely to be time-restricted as is currently the case for Fargate. The Council is keen to hear from businesses where this may present challenges so that any issues can be considered further as the plans are developed. It is anticipated that the loss of on-street parking will be minimal, although there will be the loss of some spaces along Rockingham Street. There is, however, sufficient capacity in nearby existing car parks.Surrey Street will be closed to cars to prevent access to Pinstone Street. Access will remain along Norfolk Street to allow for deliveries to Surrey Street. The proposed routes will improve connections between Sheffield and Rotherham and will make it easier for Tinsley residents to walk and cycle to Meadowhall and Meadowhall Interchange for public transport connections.Along Blackburn Meadows Way, where the path is currently shared for walking and cycling on the southern side of this road, separate paths for cycling and walking are proposed. Along the short sections of road where there are multiple accesses for business premises, the cycle track will switch to a segregated cycle lane at the same height as the road. This is to maintain comfort for cyclists along an even and level cycle route at these access points. Priority will be given to cyclists over vehicles needing to cross the cycle lane for access to premises.The illustration below provides an indication of what the changes could look like at the junction where Blackburn Meadows meets Sheffield Road and highlight some of the significant improvements planned for walking and cycling along this route. This would help reduce delays for people travelling on public transport to and from the area.If we&rsquo;re going to tackle climate change and reduce emissions, we need to provide more sustainable options for travel in our city. By making changes to support more reliable public transport services, we can help encourage people to choose this way of getting about instead of using private vehicles.Greater priority for buses would help to reduce congestion, and in turn air pollution. It would also improve access to leisure and work opportunities around Abbeydale Road and Ecclesall Road, as well as in the city centre and beyond. Bus priority systems would be installed at every set of traffic lights along the two bus routes. Buses would be detected on their approach and given a green light so that they can continue through all junctions and crossings. This would help to provide more consistent journey times for people catching the bus. Details of these changes can be found in the sections further below.We&rsquo;d also like your views on some initial ideas to make changes to bus lane hours of operation, and bus stops, as well as to the way in which parking, waiting, and loading restrictions are enforced. More detailed information is provided on this further down the page.How we&rsquo;re going to engage with local peopleFor this project, we&rsquo;re undertaking two phases of engagement to look at where we can make improvements to our proposals. Details of these proposed improvements are provided below.Abbey Lane JunctionTo improve traffic flow and reduce congestion, a short section of the inbound bus lane running between Sherwood Glen and Abbey Lane would be removed and replaced with two general traffic lanes. Fewer cars would need to swap lanes when turning left at this junction, which would make it easier for buses travelling straight ahead. The inbound bus lane running between Knaresborough Road and Springfield Road would be removed and replaced with two general traffic lanes. This would reduce the need for cars to swap lanes when turning left at this junction, improving traffic flow.So that buses are properly detected and prioritised when passing through the traffic lights, the inbound bus stop and outbound bus stop located closest to the junction would be relocated.The inbound bus stop just before the Springfield Road junction would be relocated to the other side, just in front of Roses The Bakers. The outbound bus stop situated close to Millhouses Post Office would be relocated to just in front of The Millhouses Pub.The centre line of the road would also be adjusted to provide enough room for vehicles to pass any buses that are waiting at the bus stops &ndash; helping to maintain the flow of general traffic.Finally, to further reduce hold ups for buses, double yellow lines would be added in places along both sides of the road between the Knaresborough Road junction and the Hutchinson Road junction. These are either at side road junctions or where the bus stop clearway is being removed (because the bus stop is moving). This means that people would be able to press a button to cross the road.A new controlled exit for traffic leaving St Peter and St Oswald&#39;s church would also be put in place, with new traffic lights added.The two inbound lanes running between Archer Road and Troutbeck Road would be widened so that there is more space for buses and cars. To accommodate this change, new parking restrictions are proposed outbound along a section of this stretch of road. Parking and waiting would be restricted at all times, while current loading restrictions 07.30 - 09.30 / 16.00 - 18.30 would remain in place.The outbound bus stop currently located just after the Bannerdale Road junction would also be relocated to just before the access road to Tesco. Details of these proposed improvements are provided below.Hunters Bar RoundaboutTo allow a smoother flow of traffic between Hunters Bar roundabout and Rustlings Road, we&rsquo;re proposing some changes to the bus lanes and bus stops along this stretch.The outbound bus lane would be removed and replaced with two general traffic lanes to reduce the need for cars switching lanes immediately when coming off the roundabout onto Ecclesall Road. This would help to reduce congestion and queueing back on to the roundabout.The outbound bus stop located just after the roundabout would be removed to further assist the smooth flow of traffic progressing from the roundabout. Alternative bus stops are available nearby. All the buses which currently use this bus stop also stop in front of Trinity United Reformed Church opposite Rustlings Road (130m away). They also already stop either on Ecclesall Road at Neill Road (150m away) or at the bottom of Brocco Bank (130m away).The inbound bus stop located here, in front of the Hallamshire Tennis and Squash Club, would be relocated a little further back along the road, so that it sits closer to the entrance to Endcliffe Park. We would create a layby for buses stopping to pick up and set down passengers, so that they don&rsquo;t hold up general traffic. The relocated bus stop would continue to serve all the bus services that use the existing stop.A pedestrian crossing (dropped kerbs and tactile paving) would be provided across the top of Rustlings Road. We&rsquo;re considering extending the current bus lane operating hours along Abbeydale Road and Ecclesall Road and we&rsquo;d like to find out what people think of 12-hour bus lanes, operating from 7am to 7pm. We&rsquo;d also like to know your views on bus lanes operating on Saturdays and Sundays to help address congestion issues at the weekend.We will use the outcome of this initial stage of consultation, along with other research, to bring forward options to extend bus lane hours for consultation at a later date, in 2022.Any changes to the bus lane operating hours would impact on parking &ndash; we are currently undertaking surveys to help us determine what that impact would be.Upgrades to bus stopsWe&rsquo;re also considering upgrading bus stops along Abbeydale Road and Ecclesall Road to provide a more pleasant environment for people waiting to catch the bus.These improvements could mean the removal of a handful of parking spaces in some locations. Some of the plans for bus stop improvements are dependent on bus lane operating hours and would be consulted on alongside that at a later date, in 2022.The proposed upgrades under consideration could include:<ul><li>making the area where buses pull in at bus stops larger so that they have more space to stop</li><li>adding some shelters to improve the experience for bus users</li><li>providing clearer and more visible boarding points for people waiting to get on a bus</li></ul>Please do let us know where you think bus stops could be improved and how.Changes to the enforcement of parking, waiting and loading restrictionsThe third change that we are considering is replacing yellow lines with red lines along sections of Abbeydale Road and Ecclesall Road. These are called red routes. You may well have seen them elsewhere but, at the moment, they are not much used in Sheffield.The difference between red lines and the traditional yellow lines is that they enable more effective enforcement of parking restrictions through the use of cameras.The details of possible locations for red lines would be considered following this engagement period and would be consulted on formally through a Traffic Regulation Order (TRO) at a later date, in 2022.Share your viewsPlease share your feedback on these proposals and initial ideas by completing the survey below. The enhanced cycle route being proposed would run from the City Centre to Woodseats Road via Shoreham Street and Little London Road. We are now consulting on our proposals for this scheme and would like to hear your views.The proposals for this scheme have been developed based on the potential for people to use the route and the opportunities the route offers to access employment, training and education.The proposals for the Sheaf Valley Cycle Route would connect into existing cycle infrastructure around Pond Hill, improving links to Sheffield Midland Train Station and Sheffield Hallam University&rsquo;s City Centre campus. They would also connect to the cycle routes incorporated in the Grey 2 Green project running between Victoria Quays and West Bar &ndash; leading to proposed largely segregated cycle routes to Attercliffe and Darnall, to Kelham and Neepsend, and around the city centre. These have been recently consulted on as part of Connecting Sheffield.Developing an improved and safer cycle route in this location would assist people who currently cycle, encourage increased take up of cycling, and potentially lead to fewer car journeys, helping to reduce congestion and improve air quality for everyone.By improving the route, we can encourage people who have taken up cycling recently to continue cycling as part of their everyday lives, and enable others to join them. More short journeys to local centres and other facilities could be made without the use of a car, improving the environment for local people along the route.What does the route look like?The proposals for this route include a series of improvements that would make cycling from the City Centre to Woodseats Road via Little London Road a safer, easier and more attractive option. More detailed maps of key areas where changes are proposed are provided further down this page.Pond HillStarting from the city centre, the scheme would use an existing cycle route which currently runs along Sheaf Street to where it meets the junction with Pond Hill. A separate cycle crossing would be added at the Pond Hill/Sheaf Street junction and a short section of two-way cycle track would be added to link the new crossing to Concourse Way.Along Pond Hill, once the final phase of Sheffield Hallam&rsquo;s digital campus is complete, there would be a one-way contraflow track towards the bus station entrance and Sheffield Hallam University. Cyclists heading down Pond Hill towards Sheaf Street would use the carriageway. A new signal controlled right turn from the new cycle track onto Matilda Street would be introduced.On the approach to the crossing at St Mary&rsquo;s Gate, the cycle track would become shared use for a short section. Where Shoreham Street meets St. Mary&rsquo;s Road, an improved two-way cycle crossing over the inner ring road would provide more space for cyclists and pedestrians and would connect directly to the continuation of the two-way cycle route along Shoreham Street. To facilitate the new two-way cycle track, motor vehicles would no longer be able to turn left from St Mary&rsquo;s Road into Shoreham Street. The exit from Clough Street onto Shoreham Street would be closed to motor traffic on the side which the cycle track would run down.To create the new three-metre-wide two-way cycle track along this section of Shoreham Street, all of the parking bays on Shoreham Street between Charlotte Road and St Mary&rsquo;s Road would need to be removed. Continuous footways/cycleways would run across access to premises such as the Shoreham Street Surgery to give priority to cyclists and pedestrians but would still allow vehicle access.The roundabout at Shoreham Street/Charlotte Road would be removed so that Shoreham Street, and the cycle track running along it, run continuously. The junction of Shoreham Street and Charlotte Street (the section from Queens Road to Shoreham Street) would become a T-junction with a pedestrian island incorporated near the junction on Charlotte Road to allow pedestrians to cross.On the opposite side of Charlotte Street and where John Street meets Shoreham Street, access to Shoreham Street would be closed to motor vehicles. Instead, the road would be widened at this location to connect Charlotte Street and John Street, creating a loop that would allow access from John Street and Clough Road. On Asline Road the existing cycle track would be widened to create a three-metre-wide two-way cycle track. The island currently positioned in the cycle track along Asline Road would be removed. Proposed traffic signals at the junction of Staveley and Wolseley Road would help cyclists to cross Wolseley Road more safely.From the junction of Staveley Road and Chippinghouse Road (Chippinghouse Road is already closed at its junction with London Road, reducing traffic in the area) the cycle route continues in its current form, off road, to connect across Broadfield Road to Saxon Road.On Saxon Road, which has low levels of traffic, double yellow lines would be introduced to prevent parking and waiting, make cycling here safer.The route would then proceed onto a shared use footpath by the railway which heads around the side of the Virgin Gym towards Little London Road.Little London RoadOn Little London Road double yellow lines would be added to prevent parking and waiting which would ensure the cycle route along the road is clear for cyclists to use and make cycling safer. The road under the railway bridge near to the junction with Rydal Road would be closed to through motor traffic to create a low traffic environment south of the railway bridge towards Woodseats Road.The existing point closure on Rydal Road would be moved to sit between the junctions of Langdale Road and Rydal Crescent. This change means that traffic will now only be able to turn right out of Langdale Road. Since the closure of Little London Road to motor traffic, there have been numerous reports of drivers routinely abusing the one way restriction by using it in the opposite direction. This is causing risk to all road users in the area which needs to be addressed. These are:&bull; Mona Avenue which will be closed from its junction with Western Road&bull; Leamington Street which will be closed from its junction with Spring House RoadThe School Streets will be in operation Monday to Friday during school term time, 8.15-9.15am and 2.45 &ndash; 3.45pm.During these times no motor traffic will be allowed to enter via the closure points (emergency vehicles and other exemptions apply) but residents and existing parked cars will be able to leave. Outside these closure times, normal traffic movements will remain.More information about the School Street will shared with parents and those living around the school before the changes are put in place. This will include details of when the School Street will begin to operate.On-street cycle parkingWe are interested in establishing a level of interest in providing secure on street cycle parking within the scheme area. The parking will be in the form of an access-controlled hangar or pod. A unit will be able to accommodate up to six bikes. We will also look to provide storage for different types of bikes.For both types of storage there is likely to be an annual charge which would cover any ongoing costs including maintenance that is required. IntroductionConsultation on the Abbey Lane Crossing proposals will be open until Friday 21st October.Ecclesall Woods, and the Woodland Centre are much loved attractions used by people living in the area and across the city. The number of visitors that they attract mean that there has been a number of requests to improve how the woods and other facilities can be accessed, especially when it comes to crossing Abbey Lane (B6068).Abbey Lane experiences a lot of traffic and this makes crossing to the woods, the Woodland Centre, and beyond difficult. That is why we have started the work needed to progress on the proposals that would improve the crossings and other traffic related issues in the area.&nbsp;Identifying the NeedsTo help shape our proposals numerous site visits have taken place, there have been discussions with Councillors, we have received informal feedback, and more recently there was a local a Petition.What has been observed and fed back is the following:<ul><li>That there is a preference for a number of pedestrian refuge islands, rather than one controlled crossing. The arrangement of the Abbey Lane/Whirlowdale Road junction also requires some changes, to both improve pedestrian movements and reduce vehicle speeds through the junction.</li><li>There was clear evidence of inconsiderate and verge parking, particularly at busy times and when events were organised at the Woodland Centre.</li><li>There is a perceived speeding issue caused by the volume and flow of traffic, which needs to be investigated. A classified vehicle count and speed survey has been completed, to which average speeds are consistent with the 40mph speed limit and both the flow and mix of traffic is suitable for a B road. This will be subject to detailed to design. The crossing points will have the appropriate signing, highway lining and lighting fittings.Junction Re-alignment &ndash; The scheme will not be altering the prioritisation of the Whirlowdale Road/Abbey Lane junction. The current &lsquo;give way&rsquo; arrangement will remain the same. However, there will be changes to the junction alignment to shorten the walking distance and improve pedestrian visibility and driver awareness. Tactile paving will be provided to ensure access for all. The proposal will also introduce speed cushions into the junction approach to help control speeds and a new traffic island on the approach to Abbey Lane (north section) to help manage the traffic at the right turn to Abbey Lane that backs into the right turn for Whirlowdale Road.Formalised Parking&nbsp;&ndash; formalised parking will be providing on both sides of Abbey Lane. This is to help prevent the verge parking that currently occurs near the Woodland Centre. The parking will also be situated around the crossing points to help control crossing movements to the refuges. We are also exploring the opportunity for disabled only parking bays.Coach Provision &ndash; Coach parking/school trip parking is proposed near the Woodland Centre. This is to help promote the education aspect to Ecclesall Woods and Woodland Centre by making it safer and easier to accommodate larger transport vehicles.Speed Limit Reduction (this would be Phase 2) &ndash; Once the other elements are in place, we would then seek to undertake a review of the interventions and how these have impacted on observed speeds. Should these interventions manage to control the speeds, we will seek to progress a speed limit reduction from the current 40mph to 30mph. This would be between the junction with Abbey Lane and Whirlowdale Road, to the existing 30mph at Abbey Croft, down to Beauchief Crossroads.Next StepsThe first step is to find out what you think through the short survey below. Crookes and Walkley Active Neighbourhood: October 2022 - April 2023

CROOKES AND WALKLEY ACTIVE NEIGHBOURHOOD

UPDATE 07 MARCH 2023Following the permanent removal of the diagonal closures on Springvale Road, we have been reviewing the measures which had been implemented to work in conjunction with the diagonal closures. These measures are:<ul type="disc"><li>A one-way restriction between Mona Road and Melbourn Road</li><li>The extension of double yellow lines around side roads at the junctions of Springvale Road/ Western Road and Springvale Road/Cobden View Road.&nbsp;</li></ul>Traffic monitoring data we have collected so far has shown a large reduction in traffic using Springvale Road as a result of the one-way restriction. However, there are also around 100 vehicles per day which are abusing the one-way restriction which creates a safety risk. In addition, observation and feedback from local residents indicates that there has been a significant increase in traffic on Melbourn Road as a result of the one-way restriction on Springvale Road.&nbsp;&nbsp;As a result of the review, we have concluded that the extended double yellow lines and one-way restriction should be removed from the scheme.&nbsp;&nbsp;We will be conducting more traffic monitoring later in March which will allow us to assess the effects of removing the one-way restriction on the road on local traffic flows. This information will allow us to make an informed recommendation on these measures as part of our report to the Transport, Regeneration and Climate Change Committee to inform the decision-making process. A decision on the Crookes and Walkley Active Neighbourhood is expected to be made in summer 2023 by that committee.The extended double yellow<s>&nbsp;</s>lines will be returned to the extents described in the original permanent Traffic Regulation Order which will return spaces for on-street parking and provide adequate road space for large vehicles navigating around the junctions.A couple of the double yellow lines were not marked to the correct extent outlined in the permanent Traffic Regulation Order before we introduced the scheme and were a few metres short. The image below shows the extents of the double yellow lines outlined in the permanent Traffic Regulation Order. These are the lengths they will be returned to. This should not significantly affect the amount of on-street parking provision.We have also reviewed the double yellow lines which were implemented around the junction of Sackville Road/Romsdal Road following the removal of the planters on Sackville Road.&nbsp;Following this review, we have concluded that some of the double yellow lines around this junction should remain during the decision-making process as they aid access and visibility in this area, particularly for larger vehicles like bin lorries. However, the double yellow lines on the eastern side opposite the junction on Romsdal Road/Sackville Road can be removed which will return spaces for on-street parking but still provide adequate road space for those larger vehicles. &nbsp;A long term decision on all of the double yellow lines around this junction will be made by the Transport, Regeneration and Climate Change Committee alongside the other measures which form part of the Crookes and Walkley Active Neighbourhood.We will remove the double yellow lines on Springvale Road/Western Road/Codben View Road, the double yellow lines opposite the junction of Romsdal Road/Sackville Road and the one-way restriction in the coming weeks along with the associated signage. Once we have a removal date confirmed, we will post a further update on this website.<img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1678194425/projects/5f155a4ce4db0153de20b5ce/j0mroyiffbfidoahi1u0.png" class="fr-fic fr-dii" role="presentation" data-uw-rm-ima="hd"> UPDATE 06 MARCH 2023Thank you for all your questions, comments and feedback over the course of the Crookes and Walkley Active Neighbourhood trial. The period for accepting feedback has now ended.Now that the trial period is complete, there will be a formal review of the trial by the Council&rsquo;s Transport, Regeneration and Climate Policy Committee as to which elements of the scheme should stay in place and which should be removed or changed. This decision is expected to be made in summer 2023.UPDATE 23 FEBRUARY 2023Further to the update below, we would like to clarify that the diagonal closures on Springvale Road have been removed and will not be put back in place as part of the Crookes and Walkley Active Neighbourhood trial.UPDATE 20 FEBRUARY 2023On 8 February 2023, we put in place diagonal closures on Springvale Road using small spaced islands. These measures were planned as part of the Active Neighbourhood trial. They were designed to restrict the amount of through traffic on Springvale Road to create a nicer environment for residents and to make it more attractive for walking and cycling.&nbsp;Council Officers and local Ward Councillors were on site when the closures were put in place and they then stayed on site for a period of approximately two hours between 2pm and 4pm, which included school pick up time, to observe how these closures were received and how well they worked and to speak to local residents.&nbsp;During this observation period some situations arose where vehicles couldn&rsquo;t easily pass each other at the junction and were unable to turn around or easily find a place to pull into. This was due to a number of factors including the existing junction layout, vehicles being parked on double yellow lines and both sides of the road being full of parked cars with very limited opportunities for vehicles to pass each other. The issue was compounded by some drivers not observing signage, but led to some vehicles mounting the pavement to pass each other. This is not something that was wanted. Although this issue could have been mitigated in part by extra lengths of double yellow lines, the scheme design had always tried to minimise the loss of parking in an area with high parking demand. &nbsp; &nbsp;&nbsp;The junction had to be re-opened a couple of times to allow vehicles who were struggling to pass each other to pass through and a decision was made by Council Officers in discussion with the Ward Councillors who were on site. As the situation had occurred a number of times during a short period of observation, it was felt that the closure could not be left in place without the risk of vehicles mounting the footway.&nbsp;We recognise that the observation period was short and that a longer period of time is always needed to allow drivers to get used to changes to road layouts and for travel habits to change, however, removing the closure immediately was the responsible thing to do to ensure safety.&nbsp;Since the first measures were put in place to create the Active Neighbourhood, we have been listening to feedback, making some changes and considering other changes to the scheme to improve its effectiveness for those living and working in the area. We will continue to do this. This will include reviewing the ongoing need for the &lsquo;one way&rsquo; section on Springvale Road and the lengths of double yellow lines around the Springvale Road/Western Road and Cobden View Road junctions.&nbsp;Everything that we are learning during this process will be fed into the formal review of the scheme by the Council&rsquo;s Transport, Regeneration and Climate Change Committee which will make a decision as to which elements of the trial should stay in place and which should be removed or changed. This decision is expected to be made in summer 2023. UPDATE 31 JANUARY 2023As we let you know in December, we will be putting the diagonal closures on Springvale Road back in place using small spaced islands across the junctions. The image below provides an indication of what these will look like.The diagonal closures are scheduled to be put in place on Wednesday 8th February and will be monitored closely.&nbsp; UPDATE 20 DECEMBER 2022Following the removal of the temporary diagonal closures on Springvale Road due to incidents of vehicles driving on pavements to get around them, we have been looking at solutions to reinstate the closures in a more robust way, so that the trial period can be completed and that roads and pavements are safer for all.Next StepsWe will be putting the diagonal closures back in place using small islands spaced across the junction. The image below provides an indication of what this will look like, though the gaps between the islands will be smaller than those shown. We have used similar materials around the city before. Due to supply chain delays, these measures will not be put in place until January 2023.Bollards will also be added to the pavements alongside the diagonal closures. The pavements will still be wide enough for pedestrians, cyclists and wheelchair users, but vehicles will not be able to mount the pavement to get around the measures.A concrete barrier will be placed behind the planters on Matlock Road to reinforce this closure following further incidents of vandalism. Again, this reinforcement will ensure that there is enough space for pedestrians, cyclists and wheelchair users but that cars cannot mount the pavement around the planters.BenefitsThe combination of new islands and bollards will ensure that access can be retained for larger vehicles when they are turning at the junctions, that the measures cannot be moved or removed, and that using the pavement is not an option for drivers trying to avoid the measures.The measures which are being implemented on Springvale Road aim to restrict the amount of through traffic in Crookes, making the area safer and more attractive for walking and cycling and more pleasant for residents. Black and yellow signage will be in place directly around the measures and along routes where motorists will meet measures such as planters and bollards which will change the route they need to take, such as at the bottom of Western Road and Cobden View Road and at both ends of Springvale Road. This additional signage will help to prevent confusion around the measures regarding the flow of traffic and priorities at junctions.TimescalesWe will continue to accept comments on the scheme until 3rd March 2023. This behaviour is illegal and it is putting local residents in danger.The measures which were put in place have been designed by experienced transport planners to create a neighbourhood which is quieter, safer and more pleasant to live in. The emergency services and refuse collection services have been consulted to ensure that access can be retained.Cars mounting pavements is creating a risk to safety. Introduction

All of us want to live on streets that are safe for pedestrians, drivers and cyclists. We want streets where children are safe to play out and that aren&rsquo;t busy cut-throughs. That&rsquo;s why the Active Neighbourhood trial was established, to try out ideas for how to make streets more liveable.In 2021 we asked what you thought an Active Neighbourhood in Crookes and Walkley could look like. You told us that you wanted to see changes made in your area such as less traffic, safer streets for walking, and a nicer place to spend time outside. The changes were advertised through an Experimental Traffic Regulation Order (ETRO) and an update was added to Commonplace to share details of the changes that would be made to the local area. We are now in a position to provide a detailed update on the next steps for the Crookes and Walkley Active Neighbourhood.

Completing the measures and extending the trial period

School Street

As part of the Active Neighbourhood, a &lsquo;School Street&rsquo; has been trialled over the past few months. The school street trial will continue with some adjustments which are being made in response to feedback from Westways Primary School as well as from local residents.&nbsp;On 20th October a new, standalone Experimental Traffic Regulation Order (ETRO) was published to enable changes to be made on Mona Road to help the existing School Street at Westways Primary School to work more safely. The six-month period to comment on this new ETRO will end in April 2023. You can view the ETRO on Sheffield City Council&rsquo;s website <a data-uw-rm-brl="false" data-uw-rm-ext-link="" data-uw-rm-vglnk="" href="https://www.sheffield.gov.uk/roads-pavements/traffic-orders" rel="noopener noreferrer" target="_blank">here</a>.&nbsp;Mona Avenue has already become a one-way street through the installation of planters, road traffic signs and road markings. Timescales

The table below outlines the planned programme of works to complete the Active Neighbourhood:<img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1666367665/projects/5f155a4ce4db0153de20b5ce/gwwy4d9dyuzaay7gj073.png" class="fr-fic fr-dib fr-fil" data-uw-rm-ima="ai-w">Keeping to the above programme relies on our ability to implement double yellow lines along the corners of roads where planters would go to ensure there is enough space for vehicles to turn around and to ensure vehicles don&rsquo;t block the space between planters for pedestrians, cyclists and wheelchair users to get through. It has taken much longer than planned to get yellow lines painted in some places, and has still not been possible in a few locations, due to parked vehicles.In advance of the remaining double yellow lines being painted on roads, &lsquo;no loading and no waiting&rsquo; temporary signs will be used in a small number of locations to provide residents with advance notice of this work. &nbsp;A new Temporary Traffic Regulation Order (TTRO) is now in place that provides us with enforcement powers to ticket and, as a last resort, tow away parked vehicles that obstruct this work. We are asking local residents to observe the &#39;no loading and no waiting&#39; temporary signs that will be used in a small number of locations across the scheme.Responding to ongoing concerns about road safety and access, on 20th October 2022 a Traffic Regulation Order (TRO) was published proposing permanent double yellow lines along one side of the uppermost part of School Road. Scheme review

Prior to the implementation of the scheme, we monitored traffic numbers in and around Crookes and Walkley. This has given us a data baseline from which we can monitor the effects of the scheme on traffic numbers. We will repeat this monitoring process over the remainder of the trial period to give us an idea of how the measures have affected traffic in the area.&nbsp;Once the extended trial period is complete in March 2023, there will then be a formal review of the scheme by the Council&rsquo;s Transport, Regeneration and Climate Change Committee as to which elements of the trial should stay in place and which should be removed or changed. This is likely to be in summer 2023 and will include consideration of public feedback received, traffic monitoring data and independent randomised polling. During this decision-making period the scheme will remain in place. Final decisions will be communicated to local residents via a direct letter and via the Connecting Sheffield website.------------------------------------------------------To help us to monitor the success of this project we may need to occasionally survey traffic in the area using cameras mounted on lamp posts. We need to do this so that we can understand how traffic has been affected by the scheme. Enforcing moving traffic offences: Traffic Management Act 2004 - Part 6

Ahead of applying for new powers for the enforcement of Traffic Management Act 2004 &ndash; Part 6, Sheffield City Council is seeking residents&rsquo; views on a number of proposed locations where moving traffic regulations could be enforced by the Authority.Sheffield City Council has been given the opportunity from Central Government to apply for new powers to help make our roads safer and more reliable. &nbsp;We already have some of these powers, such as the enforcement of bus, taxi and tram gates, which have proved successful in managing the highway network over a number of years. &nbsp;The chance of having more of these types of powers will ultimately allow us to have more control over illegal manoeuvres to further help our ambition to improve road safety and congestion.This requires us to make an application to the Secretary of State for Transport under Part 6 of the Traffic Management Act 2004. Prior to formally applying for the powers, we are required to carry out a public consultation to seek your views, including sharing a list of potential sites where the powers would be applied.Sheffield City Council (SCC) is planning to use new powers to improve road safety for all highway users and help to tackle congestion by enforcing moving traffic offences, such as:&bull; &nbsp; &nbsp;driving through a &#39;No Entry&#39; sign&bull; &nbsp; &nbsp;turning left or right when instructed not to do so (making banned turns)&bull; &nbsp; &nbsp;entering yellow box junctions when the exit is not clear&bull; &nbsp; &nbsp;driving where and when motor vehicles are prohibitedThese rules can currently only be enforced by the police under criminal law. The Department for Transport (DfT) announced in 2020 that they would be fully implementing the remaining elements of the Traffic Management Act under Part 6 (TMA), which would allow Highway Authorities to undertake enforcement. &nbsp;These powers have already been granted to other Highway Authorities across the country.&nbsp;

First step

Our first step is to apply to the DfT for the powers to enforce key highway restrictions or prohibitions to make our roads safer and less congested. If SCC is granted these powers, we will be able to use them across the city.The primary reason for discharging camera enforcement is for road safety and network management. &nbsp;As a result, the locations being proposed have been prioritised on the basis of South Yorkshire Police recorded Personal Injury Accident record (i.e. the number of recorded collisions at a site that have resulted in an injury). &nbsp;Specifically, this relates to the incident causation factors 301 and 305 which have been interrogated by the Council&rsquo;s Road Safety Team. &nbsp;We have also used historical reports of poor compliance with the traffic rules in the area, and in relation to network management where there is existing or potential traffic congestion and delays, including delay to public transport provision.At first, we are planning to use the powers at the below sites. High levels of air pollution have a damaging impact on people&rsquo;s health, particularly the elderly, children and people with existing health conditions. The Clean Air Zone is part of a Clean Air Plan which is designed to bring air pollution within the maximum legally permitted level across Sheffield and Rotherham to improve health.&nbsp;Alongside the Clean Air Zone, other accompanying measures are also required to reduce air pollution. Arundel Gate has among the highest levels of air pollution of any location in the city. As a result, Sheffield City Council is to introduce a northbound-only bus gate on Arundel Gate to reduce the number of vehicles travelling along this stretch of road and in turn reduce the localised high levels of air pollution.&nbsp;The bus gate will be implemented through an Experimental Traffic Regulation Order (ETRO) running for up to 18 months, on or around the 27th February 2023, to coincide with the launch of the Clean Air Zone. All enforcement signage will be covered during construction and only uncovered once the bus gate is live and operational. Updates on the confirmed go-live date will be provided on this website.&nbsp;Ahead of the bus gate going live, Sheffield City Council is running a pre-scheme consultation allowing users of Arundel Gate to provide feedback that can be considered as the bus gate plans are finalised and implemented. This will prevent vehicles using Arundel Gate as a through-route between Furnival Square roundabout and Park Square roundabout.&nbsp;Vehicles will still be able to access the Q-Park car park on Charles Street and the Novotel Hotel, using the northbound carriageway, travelling from Furnival Square roundabout.&nbsp;There will be no bus gate heading southbound, in the opposite direction, with full access maintained for all vehicles travelling between Park Square roundabout and Furnival Square roundabout.Vehicles will be able to travel the full length of the southbound carriageway, from Park Square roundabout, to access the NCP car park and Norfolk Street from Arundel Gate. &nbsp;Vehicles will also still be able to exit Norfolk Street, which is after the bus gate, to travel northbound towards Park Square roundabout, as they currently do. &nbsp;&nbsp;Enforcement cameras will be located at the bus gate. Contravention of the bus gate by non-authorised vehicles will result in a fixed penalty notice being issued to the registered keeper of the contravening vehicle. The new segregated cycle track and landscaping will continue from West Bar roundabout along Tenter Street on the side heading into the City Centre. Tenter Street will become one lane in each direction for vehicle traffic. New signal-controlled crossings will be added to facilitate cycling and walking and a *continuous footway (see the details below for Burngreave and Pitsmoor for an explanation of a continuous footway) over junctions running off Tenter Street along the side streets towards West Bar roundabout will give priority to pedestrians. With the exception of Silver Street Head, access for vehicles to each side street and on Tenter Street itself will be maintained.The roundabout currently in place at the junction of Broad Lane will be amended to provide a safer and more accessible route for cycling and walking into the city centre while also reducing traffic speeds. Vehicle access to and from Hawley Street where it meets Townhead Street will be removed, with Hawley Street becoming two-way with access from Campo Lane. Alternative access to Rock Street and Nottingham Street will be via Andover Street.&nbsp;Bus stops along Nottingham Street and Rock Street will be upgraded with high kerbs to make it easier to get on and off the bus, and shelters to protect people from the weather while they wait for a bus.Measures will be implemented at all minor side road junctions open to traffic along these routes to give priority to pedestrians. The pinch point build outs currently in place on Rock Street will be replaced with full width road humps to better manage traffic flow.&nbsp;A new pedestrian island will be created in the middle of Burngreave Road just above the junction with Abbeyfield Road, making it easier to cross the road to and from Abbeyfield Park and the children&rsquo;s playground. The existing pedestrian island in the middle of Burngreave Road just to the south of Abbeyfield Road will be improved.A number of *continuous footways will be introduced along the walking routes. &nbsp;Continuous footways are based on an approach applied in The Netherlands which gives priority to pedestrians at the approach to side road junctions rather than to motor vehicles as is currently the case. &nbsp;Footpaths will run continuously across junctions at the same level as the pavement, and road traffic will have to travel over the raised footway via ramps to exit the junction. This will slow traffic down to enhance safety.The visualisation below illustrates how continuous footways work:

Following consultation with disability groups, there will now be hazard warning paving at continuous footways. The hazard warning paving helps visually impaired long cane users detect that there is a crossing nearby and navigate safely to the crossing.The continuous walking routes in Pitsmoor and Burngreave will be most ambitious walking routes in the city and will dramatically improve local walking connections and encourage walking in place of car trips for short journeys.

Please scroll down to the &#39;Survey&#39; section on this page to access and complete it.<h2>Background</h2>The Nether Edge Active Neighbourhood aims to create a safer, cleaner and more pleasant environment for residents and local businesses to enjoy and a more attractive area for walking, cycling and spending time outdoors.In summer 2021, we asked what you thought an Active Neighbourhood in your area could look like. Through our online survey and heatmap, you told us that you would like:<ul><li>Increased confidence to walk or cycle around the neighbourhood</li><li>Safer streets for walking</li><li>Improved air quality</li><li>Less traffic</li><li>A nicer environment for people to spend time outside</li></ul>View the 2021 consultation and final report <a data-uw-rm-brl="false" data-uw-rm-ext-link="" data-uw-rm-vglnk="" href="https://connectingsheffield.commonplace.is/en-GB/proposals/nether-edge-active-neighbourhood/step1" id="isPasted" rel="noopener noreferrer" target="_blank">here</a>.&nbsp;The feedback we received during that consultation helped to inform the design of the Active Neighbourhood.&nbsp;<h2>Creating the Active Neighbourhood and changes following the consultation</h2>In May 2022, we put measures in place to create the Active Neighbourhood via an &lsquo;Experimental Traffic Regulation Order&rsquo; (ETRO). This allowed us to hold a consultation over a six month period while we installed measures as a trial on a non-permanent basis. We asked you to share your feedback on the scheme during this trial period so we could understand how the Active Neighbourhood was working and make any changes where necessary.The plans originally included:<ul><li>Three proposed road closures (two on Archer Lane, one on Union Road)&nbsp;</li><li>A one way restriction along Nether Edge Road</li><li>Two controlled pedestrian crossings (one on Osborne Road, one on Psalter Lane)</li></ul>Responding to feedback from local businesses, who raised concerns that the proposed one-way restriction along Nether Edge Road and the closure of Union Road would restrict access for larger vehicles, we did not implement either of these measures. In addition, the closures on Archer Lane achieved a large enough reduction in traffic for the other closure to not go ahead. If you&rsquo;ve sent an email, written a letter or spoken to a member of our team on the phone, please be assured that we&rsquo;ve logged your feedback and our project team working on the scheme will consider it.In July 2022, we held two community drop-in sessions where we met with residents to discuss the scheme and answer questions. We&rsquo;ll also take into account the feedback from these events.<h2>Traffic monitoring data</h2>So we can monitor and evaluate the success of the Active Neighbourhood trial, we&rsquo;ve conducted traffic monitoring surveys at a number of junctions across Nether Edge and the surrounding areas. These surveys capture the movements of motorised vehicles, cyclists and pedestrians between each arm of the junction.We surveyed junctions where we anticipated a potential change in travel because of the scheme, including areas of potential traffic where traffic may have moved to another route. We also surveyed how the two controlled pedestrian crossings we implemented as part of the scheme were used.In May 2022, before the trial began, we conducted traffic monitoring to obtain baseline data. We repeated this exercise in October 2022 and then in March 2023.The data we captured over a 12 hour period showed some significant decreases in traffic as a result of the Active Neighbourhood. These included:<ul><li>a 34% decrease in through traffic on Nether Edge Road</li><li>2,592 fewer vehicles at the Archer Lane / Brincliffe Edge Road junction</li><li>1,902 fewer vehicles at the Bannerdale Road / Abbeydale Road junction.</li></ul>We&rsquo;ve also seen some traffic moving to other routes, including an additional 1,325 vehicles (41% increase) at the Brincliffe Edge Road / Bannerdale Road junction.Overall, we&rsquo;ve seen an increase in walking and cycling at all the locations we measured, including:<ul><li>143 additional pedestrians (44% increase) on Archer Lane</li><li>101 additional cyclists (44% increase) at the Nether Edge Road / Sheldon Road junction.</li></ul>You can view all the results of the traffic monitoring we&rsquo;ve done so far During the rest of the ETRO period, the scheme will remain in place while decisions are made around which elements of the trial should stay, be removed or changed.<h2 id="isPasted">Survey</h2>During May 2023, we&rsquo;ll be asking residents and businesses in Nether Edge for their views on how they think the Active Neighbourhood trial has changed the area.&nbsp;We want to know whether the Active Neighbourhood has achieved the aims of making it a safer, cleaner and more pleasant environment for people and businesses to enjoy and a more attractive area for walking, cycling and spending time outdoors. During that consultation, some people raised concerns about access to homes and businesses being restricted. There were also concerns about parking potentially becoming more difficult. You can view the 2021 consultation and final report <a href="https://connectingsheffield.commonplace.is/en-GB/proposals/crookes-active-neighbourhood/step1">here</a>.&nbsp;The feedback we received during that consultation helped to inform the design of the Active Neighbourhood.&nbsp;<h2>Creating the Active Neighbourhood</h2>In April 2022, we put measures in place to create the Active Neighbourhood via an &lsquo;Experimental Traffic Regulation Order&rsquo; (ETRO). The ETRO allowed us&nbsp;to put in place the planned road closures, crossings, and one-way systems as a trial on a non-permanent basis.
